I had problems with a couple of other hosts, who seem to delight in making it difficult to run Perl, but have two sites running very happily on www.simplybehosted.com
When I needed to copy a subset of one to another organisation we were able to set up a new domain for them and have everything working within hours.
The support service is much quicker and more helpful than one has a right to expect at this price.
The blackout in NE America didn't seem to have any effect even though I believe that's where the servers are.
